It would be unfair to ban pre HoW weapons, or any weapons for that matter. If you weren't here to get them then it's not everyone else's fault. It would be counter-productive to punish the players that have been here since day one, and worked hard to get the best weapons they can. My opinion is I don't care what weapons I come up against in crucible/IB/ToO, if they have awesome weapons them well done to them!! In short, your "idea" is non-sensical! Take a step back, take a deep breath, and get over it!!
