Beat it twice as 29 before Dark Below (my group was drop-cursed with that raid until we artificially raised our levels from the expansion), never received anything I didn't get on normal. Didn't start getting good drops until I reached 31 with Dark Below.

After many, many runs, yes. The only thing I've never had drop is the Praetorian Foil.
