Palkia. I caught the one at level 70 in Platinum at full health with a normal pokeball. Proceeded to level with rare candies and still, it exceeded 500 special attack.

palkia maxes at 438 special attack with mav IVs, EVs and a Positive nature lol

I thought it was 500, it might be 400. Haven't checked in a while

I'm telling you it maxes at 438 lol it cannot go to 500+ special attack without an item or boosting moves
