It is related. People can use the weapons that they want, as long as they're earned. But with that stated, the crucible needs to be balanced for PvP to evolve. If Bungie is going to restrict the access to the guns with pre-HoW perks, then the crucible gameplay should also be restricted to as such. Doesn't mean you can't use a heavy machine gun with field scout on a PvE boss or hordes of enemies. Your gun will still be there.
