No, its co op is still broken from what I heard, Imperials still locked behind paywall, (seems like something EA would do), quests still break, pay to win in a game I paid for (again, EA), ludicrous farming (two gold from a boss wooooooooooooooooo!). I think I'll wait until Elder Scrolls VI, unless people report its fixed.
