The reason warlocks dont have exotic boots is because they are used to being carried

Warlocks do all the carrying. They gave hunters and Titans exotic boots to help them stand on their own. Still didn't help ...so they came out with ram for warlocks..to give the Titan and hunter something to hold on as we carry you on our shoulders.
