LOL no Cabal! Fallen, they have more story driven content, and have a interesting fiction. I actually enjoyed reading about the battle between the Wolves and the Queen; it made me want to know more about the fallen, such as mannerisms and combat characteristics, not just typical Covenant tactics that are in game.

The Vex. They focus on control and intelligence. Weaving power and control together. The universe is their game to play with, time is but the essence. Imagine how cool it would be. If the theory is true that the Vex run multiple simulations, imagine what we could do if we had such power.
