It's not a mistake. The sidearm's impact is crap. Now I love the gun, don't get me wrong, but it shouldn't be a primary. It's perfect where it is.

Impact is crap for a special. It does 54 damage to the head in PvP. Guaranteed 4 shot kill. Its equivalent to a scout that swaps range and rate of fire

That's what I mean. If it had better impact, then the OP would be right in saying that it should be a primary. But it doesn't. It's exactly where it needs to be in the secondary slot.
