Thank for bringing this up Gavin. The DLCs and all other contents released are actually the decision of the game developer. Once they decide which one to release on which platform, xbox and playstation makes them available via their respective marketplaces. This is totally beyond the control of each console developer but full control lies with the game developers. Some contents can be released exclusively for one platform or the other. It's all their decision. ( WHY CANT XBOX HAVE A SINGLE H-O-W DLC PACK )
