Sometimes when I log in to Destiny, I can't access my Dark Below content. Specifically, Crota's end. It keeps telling me I have to purchase it when I purchased the season pass already when it first became available. And just in case since it's free now, I purchased TDB again. It still acts up. It's NOT A REGION based issue. My expansion and disc are from the SAME REGION. BUNGIE CAN YOU PLEASE FIX THIS ISSUE.
EDIT: This is the same account I purchased the dlc on and I tried restoring licenses about 20x.
EDIT 2: PS+ is still active. Have yet to clear console cache. Will try that today.

Have you attempted restoring licenses per Mr Mulberry's suggestion? Is your Xbox/PSN account, the purchasing account, or was the expansion purchased using a different account?
