I think the only real answer here is a tie.
Halo could only really win by firing the rings, which would kill themselves I believe, or having the flood consume all life, which is also a lose-lose.
Not sure about forerunners though.

Edited by tmkilla: 5/10/2015 11:10:32 PMassuming that this is an intergalactic battle they could kill off the star wars universe and not themselves because the rings only kill all life in a single galaxy, also there are shield worlds that can protect life from the rings firing but if the star wars universe could manage to destroy the rings it could most certainly be a draw
