Yes because they couldnt bothered to implement something already present could they? Its a design choice, doesnt take smarts to see that.
Is it right? Im not saying yes, but Im not saying no either. Its so much more complicated than 'add in MM and everyones a winner'. I would love to see raids more accessible to everyone.
In-game LFG seems to be the happiest compromise that I can see atm.

I agree with an in-game LFG, I just don't see that happening for this game as I feel it would be complex to code. I also do not feel like it is fair to keep players out of content that they paid for. Matchmaking is the only way to guarantee everyone will get at least have a chance to play all of the content in the game.
