Where Bungie -blam!-ed up party chat with Halo is twofold
1) Unlike Perfect Dark and Gears where one person hosted the match and randoms joined and stayed as long as they wanted (or were booted if obnoxious), Halo was just an endless series of one-off matches and then on to the next randoms.
That's essentially the same as Destiny, the difference was chat was default in Halo.
2) The problem with the default chat was that they allowed communication before and after matches between opposing teams.
This led to most of the hate talk, name calling, etc because they didn't care since it would be a new group the next match anyway.
Where PD and Gears cultivated the social aspect, Bungie cultivated the hate mongers.
If you encourage people to communicate and give them reason to talk and work together, more often than not they will.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
