Exotic perk reroll?
i am wondering if the third column of perks on an exotic are randomized or fixed? Will i have a chance for icebreaker with increased zoom?

Exotics are fixed. Always have been, always will be. If you mean because of the perk rerolling in HoW. That only applies to HoW vendor legendaries (Any legendaries bought from crucible, vanguard, factions, or reef vendors after HoW comes out).
