dude. the reload speed on that gun is controlled by the perks on it. some happen to have outlaw and flared mag well because they spent the motes to reroll their subpar perks that came with the gun. not all have it. if u wanna use an assault rifle...make sure u can head shot with it or you'll die from handcannons. headshot headshot headshot then it doesn't matter what u use.
