The only useful ones are hidden hand, army of one and replenish.
Most of the other perks give up a stat to improve another.
The current perks don't do that, making them much better. Perfect balance, hammer forged, field scout and flared magwell have no negative impact on the gun's stats when used. Neither do counter balance, rodeo, outlaw, persistence, spray and play etc.
I might just stick with my ascended old guns because of the chance of rolling with these shitty perks.
Imagine how many motes you'll go through when these horrible perks are thrown into the mix.
We'll all be fighting to get the old perks on the new vendor guns. You think spending 100 motes in iron banner is bad?

These new perks with negative effects might have huge gains, even more than perfect balance or hammer forged. At the cost of other stats. Which in my opinion would be the only way they would make sense.

Graverobber looks helpful, the one that makes you run faster too but I agree all the ones that improve one stat at the expense of another are pretty useless
