That's a sensitive situation. I, myself, would probably tell her, straight up, that I don't like her, but I like her sister. Which may seem pretty blunt and mean, but if she found out on her own that you like her sister, and possibly even started dating her, I feel like she would be even more hurt and disappointed than if you tell her.
