Hello and welcome guardians! This is your friendly neighboorhood AnonPig and after some research into the leaks i think I've discovered somehting interesting about the House of Wolves. Ok so let's go back as far as we absolutely can, the Queen of the Reef kills the Wolf Kell and takes the Wolves as her own. This is confirmed. She did not pretend to kill the Kell and only lose control of him, she killed the Kell. Shortly after this event she was also informed of the Nine's displeasure of finding her brothers Crows in the Caldrons of Rhea, to apease them she intended to send Skolas. I know what you're thinking, Skolas is the Kell, he wasn't killed. No he is a captain who aspired to become Kell after the original Kell died, furthermore he wished to unite all of the Fallen Houses under his rule. Pretty ambitious for just a [i]Captain[/i] wouldn't you think? Not an Archon, not even a Baron, but a Captain.
Now you can't confuse real world time for in-game time, so let's go back to what i think was a near equal set of events. There was a flash, and you were awoken from the dead! Huzzah the legend was born! Now, however much time (in-game) passes between your intital tower debut and actually going on your first mission i can't say, but imagine the first mission to be the beginning of the struggle with the House of Wolves. Our first mission, incase you forgot, was us killing the Archon Priest of the Devils: Riksis. Now as we should all know, 2+2=5, but this isn't Statistics so let's stick to Destiny lore; there are three main figure heads of the Fallen society, I myself am a Kell, then there are the Archon and Prime Servitor. Without even one of these figures the Fallen House can begin to collapse in upon itself so it is highly important to replace the lost member, which is shown clearly on patrol because we see Kharris, Archon Rising....butttt we killed him too. The Devils Kell must be panicing right about now, lost his Archon, his replacement Archon, nothing could be worse! And then being the ever annoying thorn in his side, let's call him Francois, we go right on ahead and kill his Prime Servitor.
But what of Francois's history? What has he done? Invented peanutbutter? nah, not him. Oh thats right! He lead the revolution of the Fallen against the Humans in the Battle of Twilight Gap. All Fallen Houses united under his reign attacking the Tower. Wait a second. That sounds familiar doesn't it? All Fallen Houses? United under one reign? That's the same agenda that Skolas has!
So not to get directly to my point. The Fallen House of Wolves lost their Kell to the hands of the Queen, their Prime Serivitor fled, of their Archon Priest we know not. It goes back and forth saying that Aksor was the Wolves Archon, but there's evidence for both fights. The Fallen House of Devils lost their Prime, and their Archon, and it would seem an Archon is a much easier thing to replace. It's simply another Fallen Captain bumped up in rank is it not? But the Prime Servitor is what isn't easy.
I think Kaliks, the Wolf Prime Servitor in some way contacted Francois and from there convinced Skolas to lead a rebelion against the Queen. Franscois pouring his agenda in to the foolish Captains mind only to replace his army with the Wolves. Now i know what you're wondering "where is this theory coming from? It's got good points but is there more?" and yes, there is. As a Hunter I was so eager to learn the names of the armour I'd be wearing was ________ of the Kell. I searched and searched trying to see what I would become, thankfully theres ascending now, but what i found was that the Banner of the Kell bears a Devils mark, not a Wolf. And the shotgun, Lord of Wolves, also bears that mark and it's own exotic perk is even called "Devils Touch"
TL;DR
The House of Devils Kell is behind the House of Wolves revolution.
