It seems that the NM vendor won't be selling V8 in HoW (from the reef reveal videos). Should i buy the one currently being sold right now and upgrade to 365?

Well.. That's hard to say. The vendor version is good for pvp, but hardly even that since the nerf. You could buy it and hold on until they get buffed again hopefully :/
