I know what a "power up" is... this just looks nothing like a "power up"...
Relics only seem to be "raid oriented" to you because we only have had 2 raids so far...
PoE is end game content, it very well could have a "relic"

Me too, I have been designated relic holder in both raids normally so I am excited to have a new toy :D.
