Reforging outside of IB is exciting.
It'll certainly be fun given that perks as well as elemental damage are on the roll. Some careful choices will have to be made there on the basis of RNG.

You can re roll elements too? What if I buy the Red Hand 9 from the vendor could I re roll elements?

You reroll it and if it it already had a burn, it might change to a different burn, but not to or from kinetic damage
