They said it's impossible for it to drop on the first run, but Bungie has been wrong about a lot of things

ive seen it drop on someones first completion everyone assumes it doesn't because the first week or 2 it wasn't in the list of drops for some reason

That's more realistic I have seen it drop on the 2nd run, but it is very rare as well
