As far as I can tell, I doubt it. Xur is given leave to be in the Tower due to the Consensus more or less allowing it (but I don't think they have any idea how he gets there). The Reef is the Queen's territory, so Xur might not be very welcomed there.
Also, the House of Wolves is DLC. That would mean Xur wouldn't be accessible to people some weeks if he showed up at the Reef. None of this is official, by the way, [b]just my speculation.[/b]

That's their decision. However, putting him there restricts gamers without the DLC from buying engrams and such from him. While I know that happens with the Weeklies, Xur feels different. Besides, he seems happy in the Tower. Well...as happy as a minion of an elusive group of people who also has no control over its will can be.

If you've read up on lore and grimore, you'd know that the Agents of the Nine is the name given to the individuals living past the asteroid belt (reef) in the gas planets (don't ask me how) and the moons of these planets. Maybe they will have a second agent of the Nine who sells different things, each week and maybe have the reef version of Xur come on a different day and have a higher chance to bring a new HOW dlc weapon

Content, yes, but he's not exclusive to it. I don't think there's been a single week in which all of his gear was DLC oriented. In any case, he also sells consumables and engrams.

Well, actually yes, there was one week of ALL dlc gear, but besides the point; I still have to wonder wether there are really still people interested in Destiny that don't already have the dlc.

But that's the thing in the end, his stock is RNG as far as we know, maybe even his location in the Tower. However, I, personally, doubt they'll make him go to the Reef.

Oh great Charlemagne, I'm humbled for you to grace my presence! While I do agree with you in lore-wise reasoning on why Xûr won't be at the Reef, I don't view such a thing not happening somehow in some way. Xûr is perhaps the one thing that keeps guardians coming back out of anything, so say for him to sell some kind of incentive in the reef, like a special buff or item, would encourage players to purchase the expansion and bring player interest into the new location. Xûr would not have to solely show up at the tower though, perhaps he could be two places at once? And then I suppose Bungie would have an interesting lore reason behind this aspect, and further bring insight and mystery into the character and his masters. The reason I'm compelled to think this is because I wonder on how Bungie will fill up the reef with NPC's, the easiest thing to do would be to simply add 3 new "reef" factions, but that seems incredibly horrid of a thought; although the potential implications for such might be interesting at first, only the elite of Destiny players will keep such interest well after the expansion has launched. Xûr himself does not need to show up exclusively, it could be an entirely new character.... Another agent of the nine? The importance of that character bringing people back would still need to stand however, and such a character would have to play a similar importance. And besides, my zeal over the monarchy cannot be unquenched by any awoken rival that may be found in the reef, give me a good reason to venture into the reef other than story elements! If I could, I would gladly set up shop in the reef, acting as the New Monarchy's emissary to the queen, but if only it were possible.

Careful, Guardian. I don't think the New Monarchy is representing the Queen of the Reef. She has her own representatives, like Petra Venj. As for other NPCs at the Reef, there's also the Queen's brother and the Queen herself. While we have no confirmation on any of that, those are my guesses, especially Venj.

Why? Saladin only sells Iron Banner gear (on rotation), just like any other Vendor. I would be fine with it, so long as the stats are upped.

I'm assuming new weapons... But I have to wonder how the set-up of the reef will work, I'm imagining something relatively similar to the tower... Almost... But I'm not so sure it'll be the "Never going back to the tower ever" type of location that some may want. For starters they'll probably only have a lesser number of factions than the tower... But I'm excited to see all the different gear and lore behind such factions if they were to appear.
