If arena is survival mode how would that not be repetitive? At least in raid you have goals. Survival mode is like story mode of destiny without moving forward. Shoot stuff. Shoot stuff. Stay alive. Shoot stuff. Don't move forward.
Raid definitely gets boring too but at least you get a change of scenery

The point of a survival mode is that it gets harder as rounds go on... Sounds fun to me. Each time I play I'll be trying to beat my previous times highest round number. When you play raids and strikes there's nothing to motivate you to do better other than shitty loot. There's not much of a challenge... Where as survival mode allows for players of all skill level to be challenged
