I'm pretty disappointed in ONI: the all-knowing shady as -blam!- office that pretty much rules behind the scenes couldn't or wouldn't do the research to find out that boxing was outright illegal on that whole planet?

They undoubtedly knew. They just never expected Giraud to do the extra research. We're talking about a planetary colony that doesn't exist anymore.
