Imagine this:
There is an (actually difficult to acquire) Exotic Bounty that gives you an Exotic Armour Piece that has built-in Nerfs against certain "high power" weapons:
e.g.:
"Achieve Rank 5 in five Iron Banner tournaments, and you shall receive the Vex-Vexxer Chestpiece"
"... and you shall receive the Fire-Proof Gauntlets"
"... and you shall receive the Blade-This Boots"

Fireproof Gauntlets: Thorn inflicts the same damage, but there is no after burn
Vex-Vexxer Chestpiece: This armour aggravates Vex Spammers by making their weapon only 25% as effective against you
Blade-This Boots: Makes Shotguns and hand-cannons 4x as effective against Blade-Dancers
So basically, OP weapons now have counterparts in armour that negate/reduce the OP element to bring that weapon down to 'Normal-P' or possibly even 'U.P.' status. However, its not a simple matter of "complain and ye shall receive"... instead you have to earn the right to acquire these Nerfs through a high degree of involvement in the activity (i.e. PVP) and by completing a genuinely difficult task.
RESULTS:
- People cant use/spam OP weapons and "expect/demand" results in doing so; instead they will sometimes fail with this tactic, sometimes fail. The "truly skilled" get separated from the pack (a little) by being able to compensate with greater emphasis on headshots, or switching to a different weapon in order to counter [the "Vex-Vexxer" for instance] the Nerf-Armour.
- Players that suck and rely on spam, will still be able to get free rewards/results/competitiveness as Bungie has said they want to do, but not necessarily with everyone
- Players that really like PvP and play a lot will have a way out of the spam/OP environment so they can have more fun
- Nerfing is not a right, its a reward.
- Increased tolerance to OP weapons, since there are options available and nobody to blame but yourself if you cant make the nerf happen for yourself.

That is a TERRIBLE idea. Never go full retard.
