Are you sure that you are picking up the Patrol VIP kill order? Not the public event VIP.

VIP grimoire is for public event target kills, are they not?

The public event VIP only counts towards the Public event Grimoire The VIP patrol mission ( from the beacons) counts for the Patrol Mission grimoire.
