Dont buy it unless your just collecting. Its a low teir exotic for sure. TLW, Thorn, Hawkmoon, Bad juju, Red death, MIDA, invective, 4th Horseman, Icebreaker, Patience and Time, Plan C and Pocket Infinity are all better then the Suros Regime at this point. They only exotic that Suros Regime is better than is HardLight, which isnt saying much lol. And as far as exotic heavy weapons go,you can just equip thise when heavy ammo drops and save your exotic slot.
