You're trying to assign patterns to a huge amount of data using minuscule sample sizes. The reason why it seems like you're getting duplicates more often is because the more stuff you have, the more likely it is you'll receive a duplicate. A player with zero exotics will never get a duplicate exotic. A player with every exotic will only receive duplicate exotics.
Your odds to receive a particular weapon don't change from player to player.
