Question, trying to get through Vegeta's mentoring, but i'm stuck on getting the "i'm the strongest on earth!" Z-soul for him, and the PQ won't drop it. Any trick to make it drop or can I completely skip it?

I've played that quest at least 50 times and got the Z soul twice. It's not that easy compared to others. The only thing I can recommend is killing Vegeta with a super ki or ultimate ki attack.

Dude I just kept doing the quest over. First time I ultimate finished the quest I got it. Kill the saibamen first, then the saiyan. You'll get it eventually.

You have to do it and there is this thing called the macho man theory where you only wear radiz or nappas or turtles bottoms and gohans mask is optional but you only wear the bottoms and it gets you what you want but I can't say that it works for sure because it didn't work for me but it's something that you can try and it won't do harm in trying it out to see if it works for you.
