I don't see what's ludicrous about it. Exploiting a bug to your advantage technically constitutes cheating. It's in the fine print.

1. It's a programming error, I'm assuming on being "fully" ADS when you fire. That is, according to the game you were still in the zoom animation when you fired and thus still hip-firing. 2. You are not gaining an advantage by "breaking the game". That is, modded console or lag-switching. 3. You are not gaining anything in terms of money or in-game reward, save 1 mark and some amount of reputation, and that is only if Bungie can demonstrate that you would not have won any particular crucible match except by having many of your kills based on the "glitch". TLW is so far removed from cheating/glitching/abuse that it will never be addressed as such.
