From there, the members of these science lances would spread their knowledge throughout the Covenant, making it so that all members of the Covenant know English to a certain extent. Plus, really good translation tech as well I presume. Those who held this title served as warrior-kings; leader of the Sangheili. After the title was disgraced, it was used by the San 'Shyuum to remove Elites who would pose a threat to the stability of the Covenant. The current Arbiter's name is Thel 'Vadam.
