Not to be THAT GUY but technically a lv 32 could have gotten to 32 because they have iron banner gear and they just happen to grind the smack out of it with a (pvp only) gun lol.

You'd still be level 31 with or without both pieces of IB gear and the rest of your gear from the vendors.
