I know that if one is a lower level, this doesnt mean that one is bad at the game, but in almost all instances where i was playing with a level 30 in a raid recently, the level 30 sucked

The player sucked, the level of the character they were playing didn't matter. Level is meaningless when you're talking about skill if the player. Sure, most players that have 32s have more experience.. but I've played with plenty that are terrible still as well.
