I absolutely get your point.
But...
I want to get through as quickly as possible. A level 29 will die faster, does less damage, and is most likely less experienced.
Couple that with the fact that it's very easy to get to 31, and there's no reason to carry a 29 through a serious raid. If you're helping out someone, that's different.
Now, people who are like, "32s only scrubs", they need to be shipped far, far away.
Edit: I always put 30+ on my VoG lfg posts. I usually end up with 31s and 32s anyways. If they know what they're doing, I don't really care.
