All targets shot in this demonstration are well within the range values of both weapons.

That is subjective from watching this video. He needs to be using the exact same gun in order to have objective results. There are other factors involved in damage output as well. I disagree with the video OP's results, but like I said in my post below, I have learned of the static rarity modifier that seems to indeed increase the damage output of a 331 weapon compared to the same 300 weapon on the same level 30 enemy.
