He received that stuff bc people's were kind enough to help him in CE. And Bungie or someone would have said something if he was receiving one

They did, they literally sent him WoC and Glowhoo in the post master

A group of people felt bad for him and did Hard Mode Crota with him, and he got the gear. They didn't "give" him anything

But the original statement was that two people have Fate of All Fools, but he doesn't have it. I apologize for any inconvenience
