I don't PVP either but how much work would it take to implement something that's already in the game but inaccessible to most? They could use the recommendations as currency. I have gear to be lvl 32 that have perks that I don't want! Can't modify it, can't swap it, can't trade it.. I get the ten year game plan.. It would take 20yrs to get what your after.

Maybe it's not the best idea I admit but it took 5 seconds to think up and it's better than 4 spaces in a vault.
