To mask their extreme incompetence. It's clear to me that the core game was designed by a group of talented individuals, while the maintenance of the game was passed to people who have absolutely no idea what they're doing. It takes them months to even acknowledge bugs that respectable devs would have apologetically patched week 1.

^This. I don't write it anymore, but I interact daily with the people that do, and have a great deal of input into what our corporation sees. Things are seldom as easy as they look from the other side. By saying this I am not excusing Bungie for lack of foresight; this problem should have been easy to see given the economy and incentives built into the game. Scalability, as mentioned by others, should have been considered from the start. However, retroactively fitting that in is likely not an easy thing to accomplish.
