I have a suggestion for new exotic heavy weapon. An arc damage rocket launcher that launches straight up into the air and aggressively slams back down onto your target. Pretty much like the Striker Titan's Death From Above.
It can be free-fired and shoot straight like any ordinary rocket, but once you unlock the first upgrade talent perk, it'll give the rocket it's special "javelin" tracking when aiming down sights onto an enemy or vehicle, manned or unmanned. And to rival the Gjallahorn, which most guardians prefer over. It's second special upgrade perk would enable it to emit an area of effect impact of pulsating arc damage. Similar that to the Striker Titan's Pulse Grenade and how the exotic rocket launcher, Dragon's Breath, leaves behind a flare similar that to the Sunslinger Warlock's Solar Grenade.
For it's three talent perks to choose from would probably be Heavy Payload (wider blast radius), Javelin (faster velocity), and Speed Reload (faster reload), or maybe Quick Draw (faster ADS). And to make it not too overpowerful, it only holds one rocket per magazine and probably the slowest reload of all the exotic rockets, so one won't be spamming rockets everythere. This would be a niche rocket launcher as fireing it with auto-lock would require an open area so it won't end up hitting the ceiling.
This would be a fun exotic rocket to use. Plausible for Raid Endgames such as Crota, Atheon, and maybe Templar. More fun in Strike Playlists against the Cabal Tank, Sepik's Prime, Nexus (maybe), and Phogoth. But a liability in tight spaces, such as against Deathsinger, Omnigul, and maybe small crucible maps.

If I wanted to do that javelin missle I would just do the lock on glitch where you lock on to something, do the button spam and put the rocket away while it's still GLITCHED locked on to the enemy then fire it straight up into the air where it remembers it's lock in

This could be cool but all the tracking launchers once they have locked onto their target can be aimed up and will track their target kinda like a Javelin rocket.

Cluster Bombs for the first perk, the unique perk unlocks the ability to travel in an arc, faster velocity. Give it a really small blast radius and no tracking, that way it's more generalized, instead of a mortar-esque application.

I think that this is a great idea, but instead of Javelin being an Upgrade, it should be an Exotic perk like the Icebreaker's "No Backpack."

I don't think 2 exotic abilities is a good idea... before you say icebreaker, its exotic perk is firefly with a chance to proc on a kill of any kind. not really exotic.

Let's hope we get to see it in-game some day. Something to look forward to in Destiny 2 maybe if not this game. Definitely possible, though it would need to be hip fired in enclosed spaces. Great in open spaces because people won't realize it's coming for them until it's too late. Really wish we had it already man.
