I've heard god doesn't hate the sinner but the sin so why do people still fear him

Simple! By fear we mean obey His commands and stuff. We don't truly fear Him, but we fear things like the consequences that come from not obeying Him. He's a loving and caring God, so we don't fear him in the way you'd think.
