It is as much an exploit as atheon teleporting the 3 at the door was failed game mechanics.

Exploit: Taking full or majority of usage of your resources. Basically a cheat. Camping is a cheap way of getting kills, and is irrelevant to exploitation.

Why sit in a corner with a sniper rifle. The zoom on the scope would make it awkward for a precision shot. That's no linger camping, that's stupidity.

Yes, but to fully utilise those, camping would not be your best bet. To fully utilise those, sniping across the map would be. Camping is not a strategy, nor is it an exploit. Infinite supers is an exploit, but fits the standard definition of strategy, so basically, it is a shitty strategy used only by people that cannot use an actual strategy within the game.
