Ah, but cloaks aren't just for fashion. A good survival cape can be used as a hull patch, blanket, tourniquet, pressure seal, picnic blanket...

A) Hunter's still can't jump high enough for low flying planes B) Hunters are too fast to have their cloak caught by scooters (most of the time, darn Fabios...) C) Tripmine grenades
