Cloak of Perception is on my wish list. No idea how to get one.

Blue engrams are pretty much the only way

I always get the same 3 stupid looking cloaks. Is that one accessible via an engram?

yeah it can drop from a blue. let me guess, you keep getting hardcase, grinders cloak and hustlers cloak

play the level 12 phogoth strike. those cloaks drop around level 17 whereas perception seems to drop around 12.
