So you would rather everyone be lucky than good? Because you have to be good on some level to collect those strange coins you buy stuff from xur with. I bought my second and third ice breakers from xur after getting my first one from atheon. I look at Xur as a loot chest we all get to open every week, and if we were good enough to complete the heroic strikes we can buy the stuff in the loot chest. I have heard countless tales of being "one coin short" of buying a weapon, way back at the beginning, I had 16 strange coins, and there was a Gjallarhorn in the chest. But I couldn't get it out of the chest because I wasn't prepared. I wasn't invested enough to have three characters and complete 6 weekly heroics. Well I am now, and I can tell you, having the guns is way more fun than hunting for them. So use those hard earned coins and buy yourself some hard earned exotics. Ignore the people are got lucky and think that somehow that is better. Is going negative 21 in crucible a better way to get a Gjallarhorn than running 6 weekly heroics? Not in my opinion.
