Can I have the job of torturing war prisoners and/or civilians who commit acts of treason or plot to overthrow you?

I have phrased that wrong Emperor. I could be of use to you sire. Surely there maybe civilians within the city limits that wish to see you dead. Do you wish that they remain in the safety of our city? I can mask myself as one of the civilians and lure out the rotten eggs. Then you can truly have peace within our walls. You would need not fear anyone conspiring against thee. I ask that you may take the time to think it over.
