Well, then you are just talking sht (or your friends are idiots/fooling you), rare guns cap at 294 attack, other guns go up to 331. The missing perk and attack stat simply makes them outclassed guns. They are rubbish as soon as you hit lvl20, and you will most certainly wont outshoot legendary gear, no matter what its stats are.
