I completed all 3 missions on the 3 star parralel mission and it didn't say clear. What should do?

What the other guy said. It's just easier to go through the story. At the end there are a lot of skills that are buyable. Not all of them but a few key ones.

Beat freiza saga and you can buy the skill.

Which is frieza saga?

To buy it it's actually the android saga you beat 17 & 18 with trunks and then you can buy it and after you beat the buu saga you can buy super saiyan 2.
