I have 1 32 cause I have a life. Anyways if you weren't so dense you'd see that the badger CCL does more damage per shot than a fang. Pair that with explosive rounds for more damage, insane reload, and firefly it's a better scout rifle.

They make you do LESS damage unless two targets are hip to hip, it can render the bodyshot damage as the kill and not trigger firefly or outlaw, and there are also many more middle perks that could benefit you more than one that can hurt you. [spoiler]BTW I've had three scout rifles with outlaw and firefly and I can say there are by far my best primary weapons except for some raid and exotic weapons. One of them had explosive rounds so I tried it out but personally I didn't like it.[/spoiler]

Wouldn't the lack of precision damage from explosive rounds render firefly and outlaw useless?

Only some of the time and that's if the explosive rounds kill the enemy. Most of the time I've noticed that the enemy does from the head shot damage alone and still blows up
