It halted driving and production at major factories around town to ease the demand on coal plant and let the city, literally, come up for air.

so to stop global warming they deployed a massive amount of man-made gas into the atmosphere that they hadnt even tested to see if it was destructive or toxic, and will kill all plant life and make all animal life ill? Well done. Well done.

Interestingly, the state-run media and hospitals have been let off the leash to actually discuss this now. Hospitals have been reporting double the average rate of heart attacks since the severe pollution came in. The government also acknowledged the pollution and even furnished accurate data on it, even though standard practice has been to call it a "foggy day" and move on. Turns out, the pollution is scoring a record 750 on a danger index that only goes to 500.
